After AT&T took over McCaw in the NY Metro market (00025), they got rid of a number of CF features, and allowed FIXED NAT (conditional call forwarding) only in a semi-fixed mode, eg, you had to call them to have the destination number changed; it was not changeable from the cellphone. When called on this, they always gave some nonsense answer like "It is to prevent fraud", or "We don't want people forwarding to 800 numbers" and other silly responses. AT&T also didn't standardize the feature codes with the rest of the NACN or other A side (and later B) carriers; they tried to force their own set of codes which at times were the diametric opposite of the rest of the nation's. Before the better "protocol translators" were in place, roamers in the NY/00025 market were unable to use their features as their local feature codes often didn't work, and their home feature codes wouldn't translate. After a while, they got the New York market to integrate better, and when they rolled out the TDMA product they were more or less allowing roamer codes to work through there system and most CF features to operate in their system. Now, with the GSM product, it seems like it is back to business as usual; the lack of any sort of conditional call forwarding is ridiculous, the fact that you need to conference calls with some Nextel-ish set of keypresses is hard to do and wastes time, and the also Nextel-ish requirement that supervision needs to be returned (the remote party needs to answer) before you can activate a conference or even hit "mute" is a pain. (I like being able to detect supervision, but I don't like having to waitg for it to mute a call or place a three-way; it is frequently difficult, especially while driving, to determine when the other end has answered and when I am thus able to use a given feature.) At any rate, the only reason we have their account is since it is unlimited and we can predict costs in advance. The coverage is pathetic (I realize they are building it out, but it is presently unusable in most mobile situations) and their limited equipment selection, lack of a concomitant unlimited data plan, and kludgey feature implementation (or lack thereof) is so out of touch with the rest of the industry that I see little other reason to keep them but for the unlimited "anytime" minutes and LD. Two years from now, if they don't keep that plan they are getting turned off, no question.
